Changes at Shopware: Fair Usage Policy Comes into Effect on March 24, 2025
Shopware has announced that its General Terms and Conditions ("GTC" for short) will be updated on March 24, 2025. One of the key changes is the introduction of the Fair Usage Policy (FUP), which regulates the use of the Shopware Account and the Shopware Store in connection with the Shopware 6 Community Edition.
What Does This Mean for Merchants?
The Community Edition remains fully open-source and can still be used without restrictions. However, there will now be a revenue limit for accessing certain Shopware services:
- ✅ Businesses with an annual Gross Merchandise Value (GMV) under €1 million will continue to have full access to the Shopware Account and Shopware Store – without any restrictions.
- ⚠️ Businesses with an annual GMV exceeding €1 million will need to switch to a paid plan (Shopware Rise, Evolve, or Beyond) in order to retain access to the Shopware Account and the Shopware Store.
- 💡 Larger merchants who do not need access to the Shopware Account and Store can continue using the Community Edition without any limitations.
Why This Change?
With the introduction of the Fair Usage Policy, Shopware aims to ensure sustainable funding for its open-source ecosystem and support the further development of the Community Edition. Successful merchants are encouraged to contribute to the platform’s growth and innovation by subscribing to a paid plan.
How Does the Fair Usage Policy Affect Our Extension?
If you use our extension, the impact of this change depends on your annual GMV:
- ✅ GMV under €1 million → No changes. You can continue to access the Shopware Account and Shopware Store without restrictions, purchase new extensions, and receive updates.
- ⚠️ GMV over €1 million (without a paid plan) → Loss of access to the Shopware Account and Shopware Store. This means:
- No more new extensions can be purchased
- Existing extensions will remain functional but will no longer receive updates or support
- 💡 GMV over €1 million (with a paid plan) → If you upgrade to Shopware Rise, Evolve, or Beyond, everything remains unchanged. You can continue to purchase extensions, receive updates, and access support.
- 👉 Our Recommendation: If your GMV exceeds €1 million and you do not wish to switch to a paid plan, make sure to secure all essential extensions and updates in time!

This offer will be available from May 2025 in the Self-Service Booking Overview of your Shopware Account, provided you meet the following criteria:
- You have been using the Shopware 6 Community Edition since at least March 1, 2025.
- You activated the Shopware GMV Reporting extension before April 30, 2025.
- Your GMV is below €1 million as of April 30, 2025.
- You sign up for the plan no later than December 31, 2026.

- Check your annual GMV and consider whether a paid plan would be better for you.
- If you have over €1 million in GMV and don't want to switch, make sure you secure all important extensions and updates in good time.
